The founder of Safe Water Calgary, Dr. Robert Dickson, has been sanctioned by the College of Physicians and Surgeons of Alberta (CPSA) for unprofessional conduct.
The decision, released Thursday, follows a January 2025 disciplinary hearing. According to a CPSA statement, the case stems from comments Dickson made in 2017 about water supply fluoridation, in which he “impugned the credibility and integrity of specific medical and dental colleagues.”
“This does not align with the standards outlined in the Canadian Medical Association’s Code of Ethics and Professionalism, which requires physicians to treat colleagues with dignity and respect,” the CPSA said.
The tribunal noted it considered Dickson’s Charter-protected freedoms of thought, belief, opinion, and expression but stressed that regulated physicians must meet professional responsibilities in public discourse.
During the proceedings, Dickson acknowledged his conduct toward colleagues was unprofessional.
As part of the sanctions, Dickson received a formal caution from the CPSA and must complete an online course on influence and advocacy at his own expense. He has also been ordered to pay $6,250 toward the costs of the investigation and hearing.
Safe Water Calgary is a group that has opposed the fluoridation of Calgary’s water supply, a contentious public health topic that has spurred debate for decades.
The CPSA emphasized that while physicians are entitled to advocate for their beliefs, they are expected to do so in a manner consistent with the profession’s ethical standards.
