Carney and Smith sign historic Energy pact to fast-track Pacific pipeline

Prime Minister Mark Carney and Alberta Premier Danielle Smith have formalized a major new energy co-operation agreement that sets out the environmental and regulatory conditions required for approval of a proposed oil pipeline to the Pacific coast.

The memorandum of understanding (MOU) commits both the federal and Alberta governments to advancing collaboration on infrastructure development, boosting energy production, and supporting long-term economic growth and export capacity.

As part of the deal, Ottawa would expedite regulatory approval for a new Alberta-to-coast pipeline in exchange for the province’s commitment to a strengthened industrial carbon pricing framework—specifically targeting a 75 per cent reduction in methane emissions over the next decade. In return, the federal Liberal government has agreed to pause implementation of its planned cap on oil-and-gas sector emissions.

The agreement represents a significant reset in relations between Edmonton and Ottawa. However, it is already straining ties with British Columbia. Premier David Eby has strongly objected to the pipeline proposal and has criticized the fact that his government was not included in negotiations, calling the process unacceptable.
