Calgary–Banff hydrogen rail backers submit pitch to federal major projects office

Supporters of a proposed hydrogen-powered passenger rail line between Calgary International Airport and Banff are hoping the federal government will deem their vision part of Canada’s next wave of nation-building infrastructure.

The group behind the Calgary Airport to Banff Rail (CABR) project confirmed Tuesday that they have formally submitted their proposal to Ottawa’s Major Projects Office (MPO), an agency tasked with streamlining approvals and potentially unlocking federal financial backing for major initiatives.

Jan Waterous, managing principal of Liricon Capital—which is developing the plan in partnership with infrastructure investor Plenary Americas—said the project fits squarely within the goals of the Building Canada Act, the framework underpinning the MPO.

“We can’t help but be optimistic it’ll be selected — it checks off the boxes, has so many benefits not just for the communities along the route but for the country,” Waterous said.

To date, the MPO has already identified 11 qualifying projects nationwide, ranging from mining infrastructure to nuclear development, LNG facilities, hydroelectric projects and a large container port.
