Calgary has updated its Business Licence Bylaw to permit cannabis sales at all-ages events — but only under stringent controls. The move aligns city regulations with new provincial rules introduced by the Alberta Gaming, Liquor and Cannabis Commission (AGLC) in July 2025.
Under the revised bylaw, cannabis retailers can sell products at entertainment events open to all ages, provided that both sales and consumption occur in clearly marked, physically separated areas where minors are prohibited.
Retailers must also apply for a temporary licence extension through the AGLC and meet all provincial safety and security requirements.
“Calgary is committed to clear regulations that promote public safety,” said Melanie Bishoff, manager of Business Experience at The City of Calgary. “Aligning with provincial regulations helps reduce confusion and gives businesses a more reliable framework to operate within.”
This change follows a City Council decision in May that allowed cannabis sales at adult-only events. The new bylaw extends that flexibility to mixed-age events while maintaining strict safeguards.
