Calgary rezoning rollback could jeopardize federal housing funds, CMHC warns

As Calgary city council moves to repeal its blanket rezoning policy, the federal agency responsible for administering major housing funds is warning the changes could put future housing money at risk.

In the days leading up to Monday’s council vote, uncertainty grew around more than $129 million in federal funding still pending for Calgary through the Housing Accelerator Fund (HAF), which is administered by the Canada Mortgage and Housing Corporation (CMHC).

The HAF is designed to speed up the construction of 112,000 new homes across Canada by 2028. Under Calgary’s agreement with Ottawa, the city was approved for $251.3 million through the program, to be distributed in four separate advances. Calgary has already received approximately $122 million.

In a 2023 letter to then-mayor Jyoti Gondek, former federal housing minister Sean Fraser made the federal position clear, writing that “in order to receive a positive decision from me on your application — you must end exclusionary zoning in your city.”

With council now initiating a process to undo blanket rezoning, CMHC is signalling the policy shift could place the remaining federal funding in jeopardy.
