The City of Calgary has announced the creation of 128 new non-market homes through a new program designed to convert underused downtown office space into affordable housing.

The homes will be delivered through the city’s inaugural Downtown Non-Market Office Conversion Grant, a pilot initiative aimed at addressing Calgary’s housing shortage while supporting the revitalization of the downtown core. The program is funded by the federal government’s Housing Accelerator Fund (HAF).

A total investment of $10.3 million will support two non-profit housing organizations—HomeSpace and Trellis—to carry out office-to-residential conversion projects. City officials say the projects will provide high-impact, non-market housing for individuals and families who need affordable options close to transit, services, and employment opportunities.

Federal officials highlighted the partnership as a key step toward improving housing accessibility in Calgary. Corey Hogan, Member of Parliament for Calgary Confederation, said the investment reflects a shared commitment between the federal government, the city, and community partners.

“This investment is about building a more inclusive city where families and individuals can live close to the services and opportunities they need,” Hogan said, adding that the new homes represent meaningful progress in tackling housing affordability.

City officials say the program could serve as a model for future office conversion projects as Calgary continues to respond to housing demand and changing downtown office use.
