Canada and India begin diplomatic reset as Ottawa restores full mission in New Delhi

India has agreed to readmit a full cohort of Canadian diplomats, marking a major step toward rebuilding relations between the two countries after nearly two years of diplomatic tension, Foreign Affairs Minister Anita Anand announced on Tuesday.

Anand, currently on an official visit to India, met with Prime Minister Narendra Modi and senior government officials in New Delhi on Monday. Her trip makes her the first Canadian cabinet minister to visit the country since relations soured in 2023.

She said the return of Canada’s full diplomatic mission will unfold gradually and could play a key role in determining whether trade negotiations between the two nations resume.

“The approach that we are following is a step-by-step approach, to be prudent along the way,” Anand told reporters during a video conference from Mumbai.

During the visit, Canada and India signed a joint statement outlining areas of potential cooperation, including trade, technology, and artificial intelligence.

Ties between Ottawa and New Delhi deteriorated sharply in September 2023, when Canada accused India of involvement in the assassination of a Sikh activist near Vancouver. In response, both countries expelled senior diplomats, and by October 2023, Canada had withdrawn most of its staff after India threatened to revoke diplomatic immunity from dozens of Canadian officials and their families.

Anand emphasized that the process of rebuilding diplomatic relations will take time but described the reopening of Canada’s full mission as a significant first step toward normalization.
