Ottawa and Alberta are close to finalizing a long-sought energy agreement aimed at strengthening the province’s oil and natural gas sector, according to two federal sources. Privy Council Clerk Michael Sabia is said to be playing a central role in the negotiations.
Sources say the proposed deal — expected to take the form of a memorandum of understanding — includes the framework for a new oil pipeline running from Alberta to British Columbia’s northwest coast.
Discussions also involve a potential limited exemption to the current oil-tanker ban on the B.C. coast, adjustments to industrial carbon pricing to help advance carbon-capture technology, and a reduction or possible removal of the federal industrial emissions cap.
Officials in both governments are increasingly optimistic an agreement can be reached, with hopes it could be announced ahead of next weekend’s United Conservative Party of Alberta convention.
