Prime Minister Mark Carney departed Ottawa for Paris early Monday to meet with Ukraine’s allies as part of ongoing efforts to bring an end to Russia’s war on the country.
Carney is set to take part in meetings of the so-called “coalition of the willing,” a group that includes Canada, France and several European nations. The talks aim to accelerate work toward a negotiated peace plan nearly four years after Russia launched its full-scale invasion of Ukraine.
In a media statement released Friday, Carney said Canada’s priority remains strengthening Ukraine’s position while deterring future Russian aggression. He emphasized the need for credible security guarantees for Ukraine, particularly from the United States and other international partners.
The Prime Minister’s Office says Canada is working closely with allies to enhance Ukraine’s defence capabilities and support its long-term recovery. Ottawa is also pushing for the return of Ukrainian children who were “unlawfully deported” during the conflict.
Canada has been one of Ukraine’s largest supporters on a per-capita basis. During a meeting with Ukrainian President Volodymyr Zelenskyy in Halifax late last month, Carney announced $2.5 billion in financing and loan guarantees to assist with recovery and reconstruction efforts.
Meanwhile, U.S. President Donald Trump, who met with Zelenskyy a day later at his Mar-a-Lago resort, said Ukraine and Russia were “closer than ever before” to reaching a peace agreement, though he acknowledged significant challenges remain that could still derail a deal.
