Prime Minister Mark Carney has secured an ambitious new strategic partnership with India during a high-profile visit to Mumbai and New Delhi, marking the first bilateral trip to India by a Canadian prime minister since 2018.
Meeting with Indian Prime Minister Narendra Modi, Carney announced a wide-ranging agreement spanning energy, critical minerals, artificial intelligence, education, defence and trade. The leaders confirmed that negotiations toward a Comprehensive Economic Partnership Agreement (CEPA) will conclude this year, with a goal of doubling two-way trade to $70 billion by 2030.
A centrepiece of the visit is a new Strategic Energy Partnership. Saskatoon-based Cameco signed a $2.6-billion agreement to supply nearly 22 million pounds of uranium to India between 2027 and 2035. Additional agreements strengthen cooperation on LNG, LPG, hydrogen, solar and biofuels, while Canada intends to join the International Solar Alliance.
The two countries also launched a Canada-India Talent and Innovation Strategy, featuring 13 new university partnerships, including collaborations involving University of Toronto and McGill University. Up to $100 million in scholarships and research funding was announced to expand student exchanges and academic collaboration.
In the technology sector, the Canadian Space Agency and the Indian Space Research Organisation agreed to cooperate on Earth observation and quantum technologies. Meanwhile, HCL Technologies plans to expand its Canadian workforce by 75 per cent by 2030.
More than 10 commercial agreements worth over $5.5 billion were signed during the visit, reinforcing Canada’s push to diversify trade and strengthen Indo-Pacific partnerships.
To build on this vital work, Prime Minister Carney extended an invitation to Prime Minister Modi to visit Canada.
